NASHVILLE, TN — Judge Rachel Bell’s approach to probation extends beyond traditional supervision. Through her innovative programs and initiatives, she aims to empower individuals to reintegrate successfully into society and reclaim their rights. One such initiative involves providing probationers certificates of completion and offering guidance through the process of regaining their rights. 

Judge Bell shared, “I’ve always thought mere probation wasn’t enough.  Yes, we are to hold people accountable, but we should also work to assist the person with a holistic approach.  An approach that emphasizes rehabilitation, empowerment and community reintegration.”  Judge Bell started the Music City Community Court back in 2012 and has been focusing on restoring individuals’ rights throughout her legal and judicial career. Many Nashvillians know Judge Bell being focused on RESTORATION Clinics and working to expunge records in partnership with Howard Gentry’s Criminal Court Clerk Compliance Division.  Now, another level has been added to the initiative aptly named RESTORE which works with willing probationers who want more than traditional probation. 

Central to her vision is the belief that individuals on probation deserve a second chance and the support necessary beyond regular probation to rebuild their lives and Judge Bell seeks to guide probationers to the path of redemption and full participation in society.  

In mid-February, 10 individuals participated in a program with keynote speaker, Robert Sherrill,  an individual that had his record expunged and has since been pardoned by the previous Governor and President.  Mr. Sherrill presented each participant with his book, “A Journey Back to Now” and encouraged them to learn and grow from their mistakes. Each person received a certificate of completion from Judge Bell & some left the courtroom in tears of joy. 

Judge Bell’s program begins with comprehensive support services designed to address the underlying needs and barriers faced by individuals on probation. These services may include:

– Substance abuse treatment

– Mental health counseling

– Vocational training

– Educational support

– Housing assistance

– Employment placement

Each willing probationer undergoes a thorough assessment to identify their unique strengths, needs, and challenges. Based on this assessment, a personalized case plan is developed, outlining specific goals and objectives for the individual’s rehabilitation and reintegration.

After probationers progress through their case plans and demonstrate commitment to their rehabilitation, they receive certificates of completion as recognition of their achievements. These certificates serve as symbols of accomplishment and motivation for continued progress. Judge Bell celebrates their accomplishments and highlights their stories as examples of redemption and resilience. These success stories inspire others and demonstrate the transformative impact of compassion, support, and second chances.
