Position Description

This non- Civil Service position located in the Metro Council Office performs professional duties involved in a wide variety of projects with local communities, with a particular focus on codes, planning, and zoning.  Participates in and oversees various aspects in planning-related fields.
Typical Duties

  • Act as liaison between the Metropolitan Council office, the Metro Planning Department, and Metro Department of Codes Administration.
  • Assist Council members in development and implementation of development plans and strategies, master plans, codes compliance, zoning, permitting procedures, housing, design guidelines, and local visions.
  • Prepare and review zoning legislation and amendments.
  • Research and prepare reports and presentations; attend Metro Council meetings and community meetings.
  • Handle routine questions, requests, and complaints from Council members regarding planning,  zoning, and codes compliance issues. Research and resolve related concerns.
  • Assist with educational planning events.
  • Make public presentations for Council members and facilitate public discussions.
  • Remain informed about current planning issues, resources, and programs.
  • Act as liaison with interest groups, local communities, and Metro departments.
  • Create custom maps using ArcMap.

Minimum Qualifications

A Bachelor’s Degree from an accredited college with major coursework in city, urban, transportation or environmental planning, plus three (3) years of experience in planning related work. Valid driver license.

Preferred Experience, Knowledge, Skills, and Abilities

  • Knowledge of principals and techniques of professional land use and planning processes.
  • Knowledge of government administrative structures at state, regional, and local levels.
  • Knowledge of Metropolitan Code of Laws provisions regarding planning and zoning, as well as building and construction codes.
  • Knowledge and/or experience with computerized programs and processes used in collecting, analyzing and validating data.
  • Experience in the use of desktop computers, word processing, database management, spreadsheets and graphics.
  • Ability to use geographic information system (GIS) applications to perform basic mapping Functions (g.,route look up, queries, edit layers, zoom and pan, search by attributes, etc.)
  • Ability to interpret policies, procedures, and state and federal requirements.
  • Ability and experience gathering and analyzing data and reaching accurate conclusions.
  • Ability to prepare clear and cogent letters, emails, high-level reports, and updates to procedure manuals.
  • Experience managing projects from start to finish.
  • Ability to establish and maintain effective working relationships with co-workers, managers, and  supervisors.
  • Ability to coordinate and work within a team environment as well as independently.
  • Ability to convey complicated technical information to a variety of audiences.
  • Ability to communicate projects and programs effectively, both orally and in writing.
  • Ability to work effectively with the general public.
  • Bilingual language skills.

Position Description

This non-Civil Service position is in the Metro Council Office, and performs the more complex professional and analytical work involved in the field of finance and administration. Participates in and oversees various aspects of the operations and performance involved in a finance-related field of Metropolitan Government.

Typical Duties

  • Provide financial reports and/or projections for members of the Metropolitan Council.
  • Research, analyze, and interpret financial data and information provided to, or requested by, members of the Metropolitan Council; study and verify such data or information for accuracy.
  • Prepare Fiscal Notes for legislation pending before the Metropolitan Council.
  • Assist with the preparation and monitoring of annual comprehensive budgets and financial reports for the Metropolitan Council.
  • Assist the Director and Council in the adoption of the annual operating and capital budgets.
  • Prepare the annual operational budget for the Metro Council office.
  • Manage the Metro Council office internal budget and finance needs, including preparation of staff payroll and review and approval of all Council office purchases through EBS.
  • Prepare monthly Budget Accountability Reports (BARs).
  • Prepare consent agenda for each meeting of the Metropolitan Council.
  • Perform analysis of the budgetary performance and needs of departments within the Metropolitan Government. Determine basis for any significant budget variances.
  • Research and resolve financial or program-related questions and/or problems.
  • Handle routine complaints and questions regarding finance-related issues. Research and resolve finance-related problems.
  • Perform special accounting, auditing, compliance, budgeting, purchasing, investing, or other professional finance functions as assigned.
  • Participate in and coordinate financial compliance-related tasks.
  • Carries out special finance projects as needed.
  • Attends meetings of the Metropolitan Council, including committee meetings and departmental budget hearings, as necessary.
  • Conduct other special projects as requested.
  • Review and evaluate quarterly capital status reports.
