MEMPHIS, TN — Councilman JB Smiley, Jr., along with co-sponsors Chairwoman Jana Swearengen-Washington, Councilwoman Jerri Green, and Councilwoman Yolanda Cooper-Sutton, will introduce a proposed ordinance establishing a temporary moratorium on new data center developments, providing the Memphis and Shelby County Division of Planning and Development, in coordination with other City governmental entities and divisions, with adequate time to study the potential impacts of large-scale data centers on Memphis’s infrastructure, utilities, environment, and neighborhoods, and to recommend permanent zoning regulations to address the long-term impacts of these facilities before additional projects move forward.
“We’ve been working on this issue for some time,” said Councilman JB Smiley, Jr. “We want to spur economic growth for the City of Memphis, but we also acknowledge the legitimate environmental and community concerns that have been raised regarding data centers. It is our responsibility to address those concerns thoughtfully and deliberately. We need to slow down on these developments until we have the time to adequately study the impacts of data centers and ensure we get this right. It is our responsibility to acknowledge those whose voices have been left out of these conversations. When discussions about expansion occur without notifying elected officials or the communities we represent, it becomes difficult for us to effectively serve as the voice of the people. Residents deserve transparency and to be part of the conversation. I am happy to lead the charge on this important initiative.”
Councilman Smiley also noted that the effort has received encouragement from members of Memphis’ business community, who recognize the importance of balancing economic development with responsible planning.
“We have received support from Memphis business leaders and community members who agree that we should take the time to study these developments and establish a thoughtful framework before moving forward,” Councilman Smiley said. “Taking a measured approach today will position Memphis for sustainable growth in the future. I look forward to a robust discussion with my colleagues as the ordinance is considered. I remain committed to developing policies that promote responsible economic development while protecting the interests of Memphis residents.”
