    Mike Fletcher Retires as City of Memphis Deputy Chief Legal Officer; Odell Horton, Jr. Named Successor

    Memphis, Tenn. (TN Tribune)-The City of Memphis announces the retirement of Mike Fletcher, Deputy Chief Legal Officer, after many years of dedicated service to the city. Effective December 31, 2024, Fletcher will step down from his role, passing the torch to Odell Horton, Jr., who has been appointed as the new Deputy Chief Legal Officer. 

    Throughout his tenure, Mike Fletcher has been a committed advocate for the City of Memphis, providing invaluable legal guidance and support across various departments. With a career spanning over three decades, Fletcher has built a legacy of professionalism and commitment to serving the people of Memphis. His leadership has been integral in navigating complex legal landscapes and enhancing the city’s legal framework. 

    “Mike has been an exemplary leader and a true champion for our city, and we have been fortunate to have the benefit of his expertise and institutional knowledge for several decades,” said Tannera Gibson, Chief Legal Officer for the City of Memphis. “We appreciate Mike’s dedication to the community and willingness to continue to serve the City in a consultative manner as he enters retirement.”  

    Taking over as Deputy Chief Legal Officer, Odell Horton, Jr. brings a wealth of experience and a robust legal background. Most recently serving as General Counsel for Memphis Shelby County Schools, where he provided invaluable legal advice to the Board of Commissioners, the Superintendent, and various departments. His previous roles as Vice President and General Counsel for Memphis Light, Gas and Water, and Vice Chancellor for University Relations at the University of Tennessee Health Science Center further solidify his deep understanding of the intricacies of municipal law. 

    “I am honored to step into this role and carry forward the incredible work that Mike has done for our city,” said Horton. “I look forward to working collaboratively with our legal team and city officials to address the legal challenges ahead and to serve the community with integrity and professionalism.”  

    Horton holds a Juris Doctor from the University of Tennessee College of Law and a Bachelor of Arts degree from Morehouse College. His extensive experience in municipal law positions him well to lead the city’s legal initiatives moving forward. 

    “Mr. Horton’s robust legal background and dedication to public service make him an exceptional addition to our team,” said Tannera Gibson, Chief Legal Officer for the City of Memphis. “We are very lucky to have him, and we are confident that his leadership will enhance our efforts to protect the interests of the city and its constituents.”
