NASHVILLE, TN — It was a homecoming, a celebration and a powerful moment of recognition for Nashville’s Judge Rachel L. Bell as the National Bar Association gathered in Music City for its 101st Annual Convention.
Bell, a longtime Nashville judge, community court founder and national legal leader, emerged from the historic convention with three significant honors recognizing her leadership, judicial service and commitment to justice.
At the Awards Gala, Bell received the prestigious Joe Hairston Award, one of the National Bar Association’s highest honors, as well as the Excellence in the Judiciary from the Women Lawyers Division during the Gertrude E. Rush Annual Breakfast, honoring outstanding achievement and service within the judiciary.
Adding to the significance of the moment, the National Bar Association LGBTQ+ Division, which Bell serves as Chair, was named the 2025–2026 Division of the Year.
For Bell, receiving the honors in Nashville — the community where she grew up, built her legal career and has spent years developing programs designed to bring justice closer to the people — made the recognition particularly meaningful.
“To receive these honors from the National Bar Association in the city that raised me, shaped me and entrusted me to serve is something I will never forget,” Bell said. “But these awards are not mine alone. They belong to the people who have worked beside me, believed in the vision and understood that justice does not stop at the courthouse steps.”
The National Bar Association’s return to Nashville since 1950 for its 101st Annual Convention placed the city at the center of a national gathering of Black judges, attorneys, law students and legal leaders.
Against that backdrop, Bell’s recognition carried particular significance.
The Joe Hairston Award recognizes extraordinary service and leadership within the National Bar Association and legal profession. For Bell, the award represents years of work extending from the courtroom into communities where access to justice can often mean the difference between stability and crisis.
Bell was also presented the Excellence in the Judiciary by the NBA Women’s Lawyer’s Division during the Gertrude E. Rush Annual Breakfast, an honor bearing the name of one of the pioneering figures in the history of Black lawyers in America.
From the Courtroom to the Community
Bell serves as Judge of Davidson County General Sessions Court, Division VIII, and is the founder and Presiding Judge of the Music City Community Court, which she established in 2012.
Through the Community Court, Bell has championed an approach to justice that focuses not only on what happens after someone enters the legal system, but also on addressing the circumstances that bring people into contact with the courts.
Perhaps one of the most personally meaningful recognitions for Bell came not in her name alone, but on behalf of a team.
Under Bell’s leadership, the National Bar Association LGBTQ+ Division was selected as Division of the Year.
The setting made the recognition even more poignant.
The National Bar Association was founded in 1925 after Black attorneys were excluded from full participation in the organized legal profession. More than a century later, the organization continues its mission of advancing justice while strengthening the pipeline of Black lawyers, judges and legal leaders.
Its 101st Annual Convention brought that history back to Nashville — a city with its own profound place in the American civil rights story.
For Bell, standing before colleagues from across the country and receiving national recognition in her hometown represented the intersection of those histories.
And with the Joe Hairston Award, the Excellence in the Judiciary Award, and the LGBTQ+ Division of the Year Award, Bell left the convention with three reminders that Nashville leadership in collaboration with the National Bar Association continues to make its mark on the national stage.
