Belmont University has appointed Cleo D. Rucker, J.D. as the new associate vice president of human resources and chief human resources officer, effective June 1. Rucker will oversee human resources initiatives supporting more than 1,600 faculty and staff at Belmont, bringing expertise in aligning HR strategies with institutional mission during a time of significant change in higher education.

Rucker joins Belmont with more than 20 years of extensive human resources experience, most recently serving as chief people experience officer and associate vice chancellor at Vanderbilt University. Since joining Vanderbilt in 2011, Rucker has championed significant cultural and operational developments while establishing a proactive, customer-focused human resources division. His background includes strategic innovation in higher education human resources, with expertise in strategic planning, employee relations, talent management and organizational development.

“We are thrilled to welcome Cleo Rucker to Belmont,” said University President Dr. Greg Jones. “Beyond his impressive professional credentials in higher education leadership, Cleo brings a transformational leadership style and a genuine commitment to people-centered approaches that align with Belmont’s Christ-centered mission. His track record of fostering inclusive workplace cultures and his heart for mentoring reflect the character and wisdom we value. Cleo’s vision for human resources as a catalyst for community flourishing will be invaluable as we continue to grow and strengthen our University community.”

In his role at Belmont, Rucker will provide strategic leadership for all human resources functions, including employee relations, recruitment, training and development, leadership development, compensation and benefits. He will oversee compliance with employment laws and regulations and will serve as the University’s deputy Title IX coordinator.

Throughout his career in higher education human resources, Rucker has not only led significant institutional initiatives but also demonstrated a deep commitment to the well-being of faculty and staff. His compassionate leadership was evident in his team’s work launching expanded mental health and wellness support for employees and their families. Recognized for building a culture of respect and innovation, Rucker has championed belonging initiatives and launched multiple training programs to develop employee leadership potential.

“I’m truly honored to join Belmont University and support its Christ-centered mission,” said Rucker. “With faith as my foundation and a strong belief in the power of people, I’m excited to step into this season of growth, development and purposeful direction through Belmont’s Strategic Pathway to 2030.”

Rucker holds a Juris Doctorate from the University of Wisconsin, a master’s degree in religion from Trevecca University and a bachelor’s degree from the University of Wisconsin-Milwaukee. Prior to his career in higher education, he served as an attorney for Milwaukee Public Schools in its Labor Relations division, bringing valuable legal perspective to his human resources leadership.
